The problem with this definition is that it reads exactly like a preference, namely

Interest definitions should be 'action'y, so something like

Tentacles
Expresses an interest in being penetrated by tentacles

But then you realize that sounds a lot like a genital or body type and just have a normal interest for penetration.

I agree, Quen, hence my asking for an appropriate definition which is not covered by a hypothetical tentacle body type.

Wow this single subject really has some troubles. I'd probably say for an interest, "A character having a interest in tentacles whether its purposes are to be used on another or themselves." I honestly, am debating whether to just take and use (or paraphrase) F-list's description on Tentacles.

I'd say just amend this to tentacle sex or something similar if you want something actioney. Honestly, WA, I think your description for 'expresses an interest in being penetrated by tentacles' is fine, given that most people would be looking for tentacles in the interests section anyways. Alternatively, you could also add a tentacle body-type or a tentacle monster species tag and treat the tentacles interest as something that encompasses all cases.

I agree with switching an interest to Tentacle Sex, and saying something like "Expresses an interest in penetration by tentacles." (that way it neutral as far as giving and receiving.) I have thought before that a genitalia type of tentacle would be good to have, and certainly a body type of some sort for the creatures that are basically all tentacle. Technically you'd probably need a foot type of tentacle too, it's not like a tentacle monster has hooves or feet.
