Right now, I am yet to see a time where I don't see every one of my friends as online when at least one of them is.
This makes me suspect there is some bug that actually makes it always do that.

Noticed this once or twice. Was wondering what was going on there.
I am pretty sure I am seeing this bug as well. One of them is always on, but I doubt the other ones are. However, there is a further bug that when no friends are online, I cannot see any friends in my browse all list.

Please confirm the issue is fixed.
It says no friends online in the last 15 minutes at the moment, but I know for a fact one of them is.

Know for a fact? That they were on that specific character?
She was posting to an RP as it said "no friends online in the last 15 minutes"
