The title and the description don't seem to match here. There can be some upper-class people who make even upper-class people jealous (1%), but they don't necessarily have to be nobility. In fact, most of the richest people on the planet right now have nothing to do with nobility.
Aristocrat could also work here: the upper class of the upper class, inclusive of nobility.
It is also a little more inclusive of the 1%, who are just orders of magnitude above the rest - it's the top 10% or 15% as well, who are extravagantly wealthy.
