Is this meaningful and useful as an interest? I'm just imagining someone saying "No, I don't like any kind of character development!"

My rationale behind suggesting this as an interest is that it would be used in much the same way that World-building is: to not only denote interest, but also to specify the focus of a particular profile or roleplay idea.

I could, for instance, have Story and Character Development listed as "Mandatory" in my character's profile, while World-building and Sex are listed as "Yes". This would presumably signify to potential partners that all roleplays involving that character must be story-driven with a focus on character development, and that world-building and sex are welcomed, but should be considered secondary at best.

I'm sure a lot of us would like to think that we would never run into a roleplayer that doesn't care for some kind of character development, but the ugly truth is that any one of us who has ever spent any amount of time on certain other sites know that is not the case. There are always players that are perfectly content with dragging their static characters from one poorly-written sex scene to the next without a hint of plot or substance to be seen. Some may very well find their way here as well.

I think the word "focuses" is the key here and the feedback should be viewed with that in mind. Sure, hard to find competent player who doesn't D any sort of character development, but to have it as a main point is different. Sometimes you don want to undergo major changes of a character in the scope of a role play because... Well, for whatever reason.
When you think about it, there is a ton of scenarios that gave the general development, but no focus on it.
