Old feedback tends to get little to no attention in the form of endorsement points or comments from new people - it just gets comments from people who've already posted, because they get notifications about new activity. If that list was "nobody" or "one person", the feedback's out of luck for securing much attention.
The exception is when something new links back to old feedback, like a message in chat or a new, relevant piece of feedback. Sometimes that even ignites multiple comments from different people.
Can we have some way of bringing old feedback forward? I'm not keen on seeing people post "bump" regularly but moving things forward by last activity date may help.
Tags for feedback may help direct attention back into the archives. Two-level discussion may also help moderate "bumping" to only first-level replies, which had better be constructive.
