The Browse Notification link is on the Inbox page, above the notifications list, next to the "clear notifications" button (or "delete", whichever)
I had tried that, and that's when it had given me the internal error.
The other day I was able to access this list just fine, so maybe there's just an erroneous state it can be in. If it helps, I'm pretty sure my notification list was full to overflowing at the time.
Actually when I can visit this screen, it's a little bit useless - it lists all my notifications, but they just link to a page that says their title, has a timestamp, and a "delete" link and that's it. It doesn't even take me to the thing that created the notification. We could probably lose that "browse notifications" link for now and not miss it, especially if our notifications had timestamps.

If the inbox listed everything it could be gone with, but iirc it only lists the first ~10-20 items.
