I want to be able to flag messages in chat for moderator attention, optionally with a message to tell them what's going wrong. I want the surrounding transcript to be saved somewhere so that the surrounding messages don't get deleted out of the backlog by the time mods arrive. This should be used mainly when someone's breaking a rule, including when they're being rude or offensive.
