A couple of times now over the course of a couple of weeks - so, not frequently - I've visited a channel and messages from individuals in my ignore list show up as if I did not have them on ignore. If I refresh, those messages get hidden again.

It may not be entirely avoidable to have it load without the messages appearing, but it should apply after it finishes parsing and loading the ignore list.
